The Opportunity
Canada is renowned for welcoming and resettling refugees and immigrants from around the world and there is widespread public understanding of the contributions of diverse newcomers to our communities and workplaces, however they have arrived in our borders. At the same time, in 2025 the newly elected Canadian government has frozen immigration levels, instituted deep cuts in settlement services, and reneged on core commitments to ensure pathways to permanent residency for many vulnerable populations. There also remains significant exploitation and abuse of temporary foreign workers by employers and recruiters.
CCR members are front line experts with lived expertise and practical solutions to address these injustices. We are looking for a Policy and Advocacy Manager to bring energy and strategic leadership to support the operation of our working groups and help us secure key policy and legislative wins informed by our commitments to advance the rights and well-being of newcomers and refugees from a pro-equity, pro-mobility and anti-racist lens.
About the role
Working under the supervision of the Co-Executive Director – Policy and Advocacy, the successful candidate will:
- Convene and coordinate relevant CCR working groups and their sub committees, with a focus on supporting the effective operation of the Immigration and Settlement Working Group.
- Develop and help implement advocacy strategies that advance CCR strategic policy priorities.
- Monitor policy opportunities and ensure timely analysis, recommendations and commentary on identified CCR advocacy priorities.
- Support outreach and engagement with partners and external experts to inform and strengthen CCR advocacy and support relevant initiatives of allied campaigns.
- Contribute as part of a broader staff team to organizational planning, implementation and evaluation of CCR events and to building a collaborative, positive and respectful work environment consistent with CCR’s mission, values and policies.
This is a full-time position (35 hours per week), with opportunities for occasional domestic travel and limited expectations for work on weekends and evenings. The position is based in Montreal and the selected candidate will be expected to work from CCR offices at least one day per week (per the current hybrid work model, subject to change).
Skills and experience
- At least 3 years relevant experience in policy or advocacy work for social change, preferably in the non-profit sector.
- Good instincts or a track record for generating consensus, influence and momentum in advocacy campaigns.
- Experience in lobbying or engaging officials and elected representatives is an asset.
- Very strong communications skills, both oral and written in English with capacity to work and communicate in French and a commitment for improvement if needed.
- Good organizational skills and ability to work independently while accountable to a team.
- Experience engaging with traditional and social media is an asset.
- Knowledge of immigration, refugee and settlement issues is a strong asset.
- Demonstrated commitment to human rights, social justice and anti-oppression.
- Lived expertise as a refugee/immigrant is a strong asset.
What we offer
- The salary scale for this position is $60,060 - $69,160
- 4 weeks' vacation, as well as additional office-wide two weeks off during the winter holidays
- 18 days combined sick/personal days
- Group health insurance plan
- 4% RRSP contribution per year, and the option to join the VRSP plan
