Whereas
- Language Instruction for Newcomers to Canada (LINC) is an integral part of settlement through its orientation of newcomers to Canada and the cultural adaptation that occurs through its instruction.
- LINC has not provided and was never intended to provide English competency which would enable immigrants to find employment.
Therefore be it resolved
That the CCR urge CIC:
- Not to classify LINC as a training program as this would result in its transfer to the province as part of the federal commitment to devolve all training to the provinces.
- To continue to see LINC as an integral part of settlement services.
