Participants at CCR consultations must be over 16 years. The CCR notes that the program at a consultation is not necessarily suited to minors, as the primary target is representatives of organizations working with refugees and immigrants.
Youth under 18 years old who wish to attend are nevertheless welcome, but they must be accompanied by an adult and must submit a signed consent from their parent or legal guardian.
Process
Participants under 18 years of age (but over 16) should first gather:
- a signed consent from their parent or legal guardian. Please use the model consent.
- a signed declaration from an adult who will accompany them. The adult must also register at the consultation. An adult can accompany a maximum of 4 minors. Please use the model declaration.
They should then register and upload the declaration and consent when requested as part fo the registration. If the adult is not already registered, he or she should register at the same time as the minor.

Policy for consultations
- Promotional information about the consultations will include wording to suggest that the program may not be appropriate for minors.
- The registration form will ask whether registrants are over 18.
- We will not accept registrations from minors under 16.
- Registrants under 18 (but over 16) will be required to submit, together with their registration, a signed declaration from an accompanying adult who will be responsible for the minor, as well as a signed consent from the minor’s parent or legal guardian.
- The accompanying adult should preferably register at the same time as the minor (if the adult is not already registered for the consultation).
- An adult may take responsibility for a maximum of 4 minors.
- The CCR will not offer travel subsidies to any youth under 18 years.
Policy for Youth Action Gathering (YAG) or other youth specific event
- Minors over 16 years are welcome at YAGs (but not younger minors).
- The same procedures as for consultations apply for registrations: Registrants under 18 (but over 16) will be required to submit, together with their registration, a signed declaration from an accompanying adult who will be responsible for the minor, as well as a signed consent from the minor’s parent or legal guardian.
- The accompanying adult should preferably register at the same time as the minor.
- An adult may take responsibility for a maximum of 4 minors.
- The CCR may offer travel subsidies for minors over 16 years. The subsidy will not be approved until the above documents (signed declaration from accompanying adult and parental consent) are received by the CCR.
