The CCR listserv (ccrlist) is intended for NGOs involved in the protection and resettlement of refugees and in the settlement of refugees and immigrants in Canada.  It is maintained for the Canadian Council for Refugees by the Centre for Refugee Studies at York University.

The list is open to NGO representatives and others with an interest in the issues. In order to allow free discussion on strategy, however, the list is closed to representatives of the government and the media (who are invited, on the other hand, to subscribe to the Chronicle).

Please note that traffic can be quite heavy on the list - 5 or more messages in a day is not unusual.

To join ccrlist, send a request to ccrlist@ccrweb.ca giving your name and organization (if you do not represent an organization, please explain briefly why you wish to join the ccrlist).

The CCR also runs CCRTOR, a listserv for posting messages about events in Toronto.  If you are interested in receiving or posting Toronto-specific messages, you are encouraged to join ccrtor, as well as ccrlist, by sending a request to ccrlist@ccrweb.ca.

Users of the CCR listserv must comply with the organization’s policies, including the CCR Anti-Racism Policy.   In this policy the CCR acknowledges its responsibility to “provide an environment which is free of racism, sexism, discrimination and bias, where all individuals are treated with respect and dignity.”

As such, messages which are racist, discriminatory or offensive can result in the sender being removed from the list.  Users are also expected to respect the purpose of the list, and to use it to address or share matters that relate to refugee rights and protection, and issues related to the settlement of newcomers.

Any member of the list can send messages simply by writing a message to ccrlist@yorku.ca.

You are encouraged to participate actively in the list by sending messages relating to the areas of refugee protection and resettlement and newcomer settlement.

Please respect the following guidelines in sending messages:

  • Messages should be of broad interest (remember messages are going to over 700 subscribers). If you have a message for the CCR or a question that you don’t know who to address to, please write directly to the CCR staff.   • The CCRLIST should not be used to advertise local events. (We do have a separate listserve, CCRTOR, for Toronto-specific information. If you want to receive or post information about events in Toronto, send a request to join CCRTOR to ccrlist@ccrweb.ca)
  • Editing forwarded messages (erasing original address headers) makes it easier for everyone to understand the information more clearly.
  • Pursuing a particular thread over many messages is not likely to interest all list members. If you wish to keep a dialogue going on a specific topic, please consider following up directly with the list members who have shown interest in the debate.

When you send a message to the list, you yourself do not receive a copy (unless you change your options).

A reply to a message from the list goes to the person that sent the message. This means that you may occasionally get an error message in response to a message sent to the list, if one member's email address is not functioning.

Attachments: It is not possible for subscribers to send attachments to the ccrlist. Please send your information (which should be quite brief) in the text of the message itself. If you wish to make available more detailed information, you can, where appropriate, refer people to a website or offer to send to the attachment on request.

DO NOT forward or publish confidential information from the CCRLIST. The CCRLIST is closed to government and media so that we can safely exchange information among NGOs. Unless the information on the CCRLIST is clearly public (e.g. media releases, public announcements), you should respect its confidentiality and not forward or publish the information without permission from the sender.

The list is monitored by a Review Committee, which determines whether a message is offensive.  The Review Committee is composed of 5 members, 2 of whom are executive members of the CCR, and 3 representing diverse communities from the CCR membership (geographically, ethno-racially,
size of agency, rural/urban).

If users feel that a message sent to the ccrlist does not comply with the policy, they should send a message to ccrlist@ccrweb.ca and the Review Committee will look into it.

VIOLATIONS
If a user is deemed to have violated the CCR’s policies, the Review Committee can either issue a warning or remove the user from the list. While the sender will be advised that a review is in process, the Committee has the right to immediately remove a user, if necessary.  The rationale for all removals will be documented.

APPEALS
Persons who are removed from the list by the Review Committee can appeal the decision, by making a formal appeal of the decision to the Executive, through the Montreal office.

PARTICIPATION ON REVIEW COMMITTEE
The Review Committee is composed of 2 executive members of the CCR and 3 representatives from CCR’s diverse membership (geographically, ethno-racially, agency size, rural/urban). Committee membership is for a 1 year term.  If you are are a member of the CCR and are interested in participating on the Review Committee, simply send a message to ccrlist@ccrweb.ca indicating your interest.
