Canada's resettlement program in proportion to UNHCR's assessment of global resettlement needs for refugees. (E. g.: In 1995, for every refugee Canada resettled from Africa, UNHCR assessed there were 10.64 needing resettlement). Numbers smaller than 1 indicate that Canada resettled more refugees from that region than UNHCR assessed to be in need of resettlement.)
