Upcoming changes to the refugee system could further jam up an already backlogged process and set it up for failure, advocates say.
Under the Balanced Refugee Reform Act, which was passed at the end of June, one of the many changes the system will see is the hiring of public servants to replace the government-appointed adjudicators who currently hear and decide on initial refugee claims.
