An Ontario court has ordered Citizenship and Immigration Canada to substantiate allegations of “financial irregularities” when it cancelled funding to a Peel immigrant service agency.Inter-Cultural Neighbourhood Social Services was shut down in 2009 after the federal immigration department terminated the agency’s $5-million annual funding for language, employment and referral services to newcomers in Mississauga and Brampton.
